Downpayment Assistance programs are increasingly allowing purchases of manufactured homes, multifamily (2–4 unit) properties, and new construction, not just conventional single-family homes.
Our Down Payment Resource (DPR) database has tracked 2,554 homebuyer assistance programs nationwide.
• 1,006 programs support manufactured home purchases (up from 971)
• 861 programs support multifamily purchases (duplex, triplex, fourplex)
• 2,044 programs support new construction purchases
Downpayment Assistance funds are often flexible — covering down payments, closing costs, interest rate buydowns, even real estate agent commissions.
Many programs allow “stacking” (combining multiple DPA sources), though rules vary.
According to National Mortgage Professional, Florida is one of the states with a high number of DPA programs — DPR is reporting 175 programs in Florida (among the highest by state)
Local sources (e.g. Make Florida Your Home) list over 70 down payment assistance programs across Florida, spanning statewide, county, and city levels.
Florida Housing (the state housing finance agency) currently offers (or is proposing) homeownership development programs including new construction assistance.
The Florida Hometown Heroes Program (administered by Florida Housing Finance Corporation) provides up to 5% of the first mortgage in down payment/closing cost assistance, structured as a 0% deferred second mortgage.
Local SHIP (State Housing Initiatives Partnership) programs often include DPA, purchase assistance, and sometimes support new construction or manufactured housing in their plans.
Manufactured housing in Florida: Some Florida local DPA / SHIP programs already permit funding for manufactured homes. For example, programs offer up to $26,000 and explicitly allows manufactured home purchases.
Multifamily (2-4 units): While I did not find a specific Florida count in DPR or state sources, the national momentum suggests many Florida DPA programs could be or are expanding to allow 2-4 unit purchases.

Stacking & leverage: As nationally, Florida buyers (and local DPA programs) may allow stacking of assistance (state + county + local) — but each program will have its own rules, caps, and restrictions.
Value to local builders and lenders: In Florida’s high-demand metros (Miami, Orlando, Tampa, etc.), DPA support for new construction can help move inventory and appeal to buyers stretched by high land costs.
